<description><![CDATA[It is often said that that the right hand of the government does not know what the left is doing. True to this saying, the Democratic Front government has announced extension of the deadline for protection of illegal slums from 1995 to January 1, 2000, without bothering to comply with a directive of the Bombay High Court to draft a comprehensive policy on unauthorised slums in Mumbai.Even more shocking is that a high-level committee, headed by the chief secretary, entrusted with the task of drafting the policy held its first meeting just this Tuesday though it had been formed in October 2005.The HC gave the directive in 2005 while hearing a writ petition by Relief Road Housing Society Association. The government had in March 2001 told the court that the cut-off date for protection of illegal slums would not be extended beyond 1995.But in 2005, it approached the HC with a request to extend the date to 2000. The HC said, instead of repeatedly approaching the court for permission to protect slums, the government should draft a policy on providing shelter to people migrating to Mumbai, which is why the committee was set up in 2005.According to a senior minister, the committee met for the first time on Tuesday. <description><![CDATA[The BMC has finally taken the first step to rein in its waste-dumpers, which have been involved in almost 200 fatal road accidents since 2004. The civic body, bombarded with complaints from citizens as well as the traffic police, has now decided to put a brake on the speed at which these dumpers can travel. The speed of the vehicles will now be restricted to 40 kmph. &quot;The speed limit for heavy vehicles currently varies between 50-60 kmph in the city,'' deputy commissioner of police (traffic) Harish Baijal said. The new BMC limit, therefore, reduces the maximum speed at which a dumper can travel. The civic agency owns and runs on contract basis about 190 dumpers to lift debris and waste from the city's roads. The traffic wing, between March 3 and March 6, carried out a special drive and booked as many as 2,136 dumpers for various violations like overspeeding, drunk driving, driving without the mandatory cleaner and driving without treads on wheels (which help vehicles have a better grip on the road).<br/><br/>12 Vote(s) ]]></description>

<description><![CDATA[Trams, which were part of the city's landscape till the 1960s, might ply once again with a little help from France. The French ambassador-at-large in charge of cooperation in Asia, Jacques Valade, has offered to help out with technology for trams as well as other transport modes. Valade recently met government and BMC officials and offered his country's assistance in ridding Mumbai of its transportation woes. This has rekindled interest in the tram transport project for Navi Mumbai which was discussed less than two years ago. Pointing out that trams were being reintroduced in many European cities, Valade said, &quot;The new trams- running in Paris, Lyons and Bordeaux-are energy efficient, pollution free and faster than the earlier ones.&quot; They are quite popular with the public, he said. Sources said that a multinational firm from France, Veolia, is already part of Mumbai Metro One, the company which is building the first line of the Mumbai Metro from Versova to Ghatkopar.
